If chicken or turkey is fried with no breading, does it have low or no carbs?

You've got someone here who has 'done' the low carb fad back before Atkins stuck his name on the book and raked in MILLIONS of dollars, while the nation grew ever fatter.  Hmmm, could it be that this diet doesn't "really" work?  Yup.  EVERYONE who has ever been on this diet has regained ALL the weight they've lost, within 1-2 years after going off.  In fact, it's usual to gain 20% MORE weight!
But, hey, it's a hot fad again.  I know no one could have changed my mind back then.  All three times.  

To answer your question: There is no FDA definition of carb counts, so, depending on which 'authority' is asked, there could be between 3-5 carbs per serving (3 oz) OR, zero to 1 "net carbs".   

PLEASE find out what makes this so-called diet a scam, not worth jeopardizing your health, wasting your time/money and certainly all for nothing in the long run, by checking into it at my site
