Low potassium diet for kidney disease

My father was told he has 20% use of his kidneys. The doctor told him he needed a low potassuim low protein diet. The doctor didn't state why his kidneys were funtioning at 20%. Could this be kidney disease? He has a patch of cancer on his bladder wall. Any info you can give would be appreciated. Thanks.
